Given the violence by settlers and the military against Palestinians, and the lack of penalalties for this, I question the wisdom of focusing on Palestinain Prisoner Payment.

Um, no. Jewish violations matter more to Jews, acting in the name of a state that's supposed to represent Jews. And frankly--the whole 'what about the other bad things' argument is bad. It just says Israel should get away with atrocities because other countries are getting away with atrocities. I've written a longer critique of the argument here:
We know very well that the vast majority of Palestinians in Israeli prisons never hurt anyone. Doctors, other health care workers, and journalists are very well represented. They shouldn't be in prison at all, and paying their families so they can survive is more than just. It would be more just to let them out.
Yes, they should be investigated. Anyone who harmed someone and not in self defense shouldn't receive a payment, although their families may have had nothing to do with it. People who resisted Israeli violence should receive payments. And these funds aren't Israel's to withhold. The taxes were collected from Palestinians, and it's really up to the PA to decide. When Israel can imprison innocent people and withhold Palestinian funds from their families, we are very far from a 23-state solution.
There is no excuse for the Palestinian "pay for slay" program and the fact they cling to it so vociferously speaks volumes about their lack of commitment to peace.
Alvarez & Marsal is a turnaround management company, not an accounting or public audit firm, chosen in this instance by the party whose financial behavior is in question. Why would you credit their results and counsel proceeding on that basis rather than acknowledge the necessity of a truly third-party qualified firm to conduct the audit and other necessary investigations?
Why, on the other hand, would you make proposals regarding Trump administration conduct as if it were in any way a credibly intentioned party?
It's all well and good to propose policy and practice but wouldn't it be better to propose it in a real-world context?
So...the real problem is that the Palestinians don't quite collaborate with Israel enough?
Not that Israel gives settlers weapons and encourages them to go onto Palestinian land and beat the shit out of people and burn down homes and kill livestock and shoot people, with the Israeli army either doing nothing or supporting the settlers?
No, I don't support paying families more when someone has murdered civilians, but this is in line with the whole 'report bad things by Palestinians and don't report bad things by Israelis' line of journalism that's so prevalent in the West. When is J-Street going to do an in-depth explainer of settler violence and the Israeli state's role in supporting it? Of this?

Last time I looked, Sudanese and Yemenis were not Jewish. Settler pogromists are.
So violence and human rights violations literally don't matter unless the people doing it are Jewish? Mask off moment.

Israel’s ‘slay-for-play’ practice must be stopped
